Unfortunately Shopify doesn't allow to rearrange the position of wallets integrated via Shopify Payments such as PayPal, Apple Pay or Google Pay.
Thus, the possibility to sort your payments methods can vary on the specific implementation of the payment method via your Shopify Payments settings. For example, if have PayPal integrated as wallet (via Shopify Payments) then you cannot change its position. However, if have PayPal integrated as its own direct payment method, then you can sort it to the top.
